To Provide Veterinary Care and Program oversight for Building 49 Central Animal Facility.

1. Consistently provides timely clinical veterinary care and oversight to laboratory animals used within the Building 49 Central Animal Facility and, in the absence of the NEI clinical veterinarian, the NEI Intramural Research Program. The incumbent also serves as a clinical veterinarian for NHLBI animals housed in Building 49 and participates in a rotational program to provide clinical and emergency support to other ICs animals housed in the Building 49 CAF. 
2. Develops standard operating procedures and ensures timely and adequate veterinary care of all animals in the Facility. This includes the development and maintenance of records, forms, and reports necessary to document the timely and proper provision of care and establish and maintain a sentinel program to ensure the health of Facility animals.
3. Provides direct oversight for the Facility’s central surgical facilities, pharmacy, clinical pathology laboratory, necropsy, radiological support areas, treatment, and isolation areas. This includes but is not limited to procedure rooms, animal prep rooms, and recovery areas. To ensure the continued operation of equipment in these areas, the incumbent will oversee the maintenance and use of equipment. To ensure the proper use of the equipment and provide for our patient’s well-being, the incumbent will coordinate the training of all personnel and investigators within the above areas.
4. Provides oversight to the Building 49 Animal Facility to ensure that all applicable laws and policies (i.e., the Guide, PHS policy, Manual Issuance 3040-2, Animal Welfare Act, etc.), are implemented and followed. Participates in the coordination of interactions between NEI and the Building 49 user institutes, as well as its contractors.
5. Develops and implements procedures and practices that enable the Building 49 Animal Facility to meet the requirements stated in the NIH Guide for the Care and Use of Laboratory Animals and the American Association for the Accreditation of Laboratory Animal Care (AAALAC).
6. Ensures that all veterinary medical procedures conducted within the Facility are performed in a manner that is consistent with current veterinary medical practices and that all technical staff conducting the procedures have been adequately trained. The incumbent provides technical guidance where required and communicates promptly with the contract Project Officer if contract staff is observed not adhering to the required standard of care and training.
7. Evaluates husbandry practices and participates in the establishment or modification of procedures required to maintain high standards of animal care for constantly fluctuating colonies from the time of procurement until termination of experimental usefulness.
8. Consistently reviews protocols submitted to the Facility and ensures that all compliance issues have been addressed and that the Facility can support the project.
9. Consistently interacts with animal users and participates in all aspects of the Building 49 program to ensure that the constantly changing requirements of the facility’s biomedical research programs are met. Implements internal policies and procedures. As requested, provides veterinary expertise to the Building 49 Users Committee and, when requested, the Lead institute’s Animal Care and Use Committee (ACUC).
10. Provides consistent high-level veterinary expertise (i.e., anesthesia, surgery, etc.) in protocol and research-related issues. Recommends the selection of appropriate animal models, animal physiology, nutrition, breeding, genetics, diseases, anesthesia, manipulative techniques, and existing environmental conditions.
11. As necessary, teaches investigators, staff, and technicians proper animal manipulation and handling techniques to assure humane treatment of research animals, including but not limited to rodents, rabbits, swine, and primates.
12. Serves as a consultant to the various user institutes that utilize unique strains of transgenic and congenic animals.
13. The incumbent provides expertise in these valuable animals’ reproductive physiology, husbandry, veterinary care, and genetics.

EXPERIENCE AND EDUCATION:

Doctor of Veterinary Medicine (DVM) degree or equivalent required. Must have a license to practice veterinary medicine in at least one (1) state. Minimum three (3) years’ experience required in clinical laboratory animal medicine. Completion of a residency program in laboratory animal medicine and certification as a Diplomate of the American College of Laboratory Animal Medicine (ACLAM) is preferred.

Must have knowledge of laboratory animal technician duties and training. Must possess excellent knowledge of Federal, State, and local regulations governing Animal Care/Animal facilities.

Must be a legal resident of the United States.

BASIC REQUIREMENTS:

Demonstrated record of work experience within an animal care facility, or within the field of laboratory animal science.

Demonstrated record of successful development, implementation and maintenance of enrichment and training programs.

Demonstrated ability to handle multiple tasks in an organized manner with minimal supervision. Good communication and interpersonal skills. Working knowledge of Microsoft’s Office (Word, Excel, etc.) required.
